At the beginning of 2024, Egypt and the UAE signed a contract to develop the city of Ras El Hekma on the northern coast, the largest foreign direct investment deal in Egypt’s history, worth $35 billion.
The project is a major partnership, according to what was announced by the Egyptian Prime Minister, with Egypt expected to receive 35% of the project’s profits. The project includes two payments: the first is $15 billion and the second is $20 billion. The expected investments from the UAE amount to about $150 billion over the implementation of the projects.

An international airport will be developed south of Ras El Hekma city, and an Egyptian joint stock company will be responsible for implementing this project. The development of Ras Al-Hekma will revitalize many real estate companies, will strengthen the Egyptian economy, and will provide multiple job opportunities, as Egyptian contracting companies and factories will participate in its implementation.
The project's large area revives real estate investment in the coast
As for the project itself, its area exceeds 170 million square meters, and includes a city of residential buildings, resorts, a technological free zone, a financial zone, and an international marina for yachts and cruise ships. It was also agreed to build an international airport south of the city, and a contract was signed with the Abu Dhabi Development Company to develop the airport.

The new Fouka Road cuts the journey time from Cairo to the coast by almost half, is about 197 km long and costs about $2 billion. It is considered part of the plan to develop coastal areas and connect Cairo to the northern coast, implemented by the Engineering Authority of the Armed Forces.
